The Central Baltic INTERREG IV A Programme 2007-2013 has had so far 6 calls for proposals. On Monday, 12 March 2012, the Programme will open a follow-up call to the 6th call which will close again on Friday, 15 June 2012. This follow-up call is open only for applications in the Archipelago and Islands Sub-programme and here its priority 1 (Safe and healthy environment). All other (sub-)programmes and priorities are closed since all funding has been allocated. For this follow-up call, the same application package as for the 6th call will be used. The applications will be considered by the Archipelago and Islands Steering Committee at its October meeting. Projects under this follow-up call can start their implementation on 1 November 2012 and have to finish latest by 31 December 2013. The Archipelago and Islands Sub-programme has at present 342.222 EUR left in its priority 1. However, the available funding for this follow-up call is limited by the financial situation in priority 1 on the overall programme level which is at present overcommited.
Therefore, it can not be said at this moment how much funding will be available for this follow-up call when taking the funding decisions in October. This is very much depending on how much funding will return from running (underspending) projects and the overall financial situation in priority 1 in October. If not enough funding will return to equal out the overcommitment, projects in this follow-up call might be approved only on a waiting list. But in any case, the maximum amount of ERDF projects could apply for in this follow-up call would be 342.222 EUR.
Consulting the Joint Technical Secretariat
Take the advantage of booking a consultation and of calling the Joint Technical Secretariat (JTS) if you have questions while filling in the application form. For a face-to-face project consultation or in case of any further questions, please contact the JTS and here especially Project Coordinator Leena Telkkinen. Before the consultation, the project is asked to provide the JTS a project plan. This is best done by filling in the Project Idea Form online at the latest on the Monday preceeding the consultation (2 days before). Projects containing investment should fill in a special form (see below)

Finding co-financing
The Central Baltic INTERREG IV A Programme 2007-2013 can co-finance your project up to 75% for partners in Finland (including Åland) and Sweden and up to 85% for partners located in Estonia and Latvia. This means that each partner needs to have co-funding consisting of public funds. Start the process of finding co-financing early in your project application process.
In mainland Finland and on Åland there is a national process to apply for national state co-financing. However, as the amount of this funding is limited it is important to also investigate others sources of co-financing.

In Latvia project partners of the already approved projects have the possibility to apply for national state co-financing. However, during the project application process also the Latvian project partners have to provide the co-financing statements for the full amount of co-financing needed as the partner's own contribution to generate the ERDF funds. In Estonia and Sweden there are various sources to apply for co-financing but there is not one general national process as in Finland. Contact your potential co-financiers in a very early phase of planning your project to discuss their possibilities of co-funding and how you can apply.
Filling in the Application Form (files available when call approaching / open)
By reading the Programme manual (and the Practical guide for filling in the application form available with the published Application form) you will be more equipped to describe your project in the application form. Remember also to check the selection criteria which are the basis used for evaluating your project application. On basis of these criteria you can check if you have annexed all documents needed and filled in sections of the application form so that they will be possible to evaluate.

Sending the application
Once you have completed the project application with all the required annexes, the Lead Partner sends the Application Form by email (electronic version in Microsoft Excel 93-2007 format) to the Joint Technical Secretariat in the following address:

The project application needs to be submitted earliest on the first day of the call and latest on the last day of the call.
Selecting projects for funding
The JTS will first carry out a technical admissibility check. If technical deficiencies are detected the JTS will request the lead applicant by e-mail to complement the application with the missing information, documents and/or clarifications within a given short deadline of 5 working days. If all technical issues are solved a content assessment will be done of your project application based on the selection criteria. The JTS will then prepare proposal for decision to the steering committee of the Archipelago and Islands Sub-programme. The Steering committees will discuss the project applications and of those having passed the technical admissibility check especially their strategic relevance before selecting the projects to receive ERDF co-financing from the Central Baltic INTERREG IV A Programme 2007- 2013. The proposal prepared by the JTS is in no way binding for the Steering committees, but the steering committees are totally free to choose the projects to be co-financed (including the total budget and the duration of the project).
