A reallocation table has to be submitted, at the latest 1 month before the respective Milestone ends, to the JTS by the Lead Partner. Under the flexibility rule the project may adjust the total budgets of all budget lines and work packages whenever it is needed (not only once) as long as the cumulative amount of the reallocated sum (the sum of all adjustments done from the beginning of the project) does not exceed: ٠ on the project level 10% of the total project budget or a cumulative total of 40.000 EUR transferred between budget lines AND ٠ on the partner level 10% of the total partner budget or cumulatively up to 20.000 EUR transferred between budget lines. The Project Idea Form can be used to present a project idea for the JTS or for possible partners. However, it is recommended to use for both of these purposes the online form available on this site.
Change request form for the 1st and 2nd project change
A change request form has to be submitted to the JTS by the Lead Partner if the project is planning to do changes in the project content or budget. The Lead Partner must also contact the contact person in the JTS before submitting the form. Please remember that a project can do changes maximum two times during the project implementation and the same form is to be used for both changes. Confirmation letter for PRPC

The updated in kind reporting instructions aim to ensure more fluent and practical approach for reporting purposes. If necessary please consult the JTS on the matter. Partner Payment Claim
Partner Payment Claim is used by the project partners (including the Lead Partner) for reporting the their costs. The Partner Payment Claims are submitted to the national First Level Controllers. Partnership agreement model
The Partnership Agreement Model is provided by the MA as an example which the Lead Partner (LP) and other project partners (PPs) may use when drafting the mandatory Agreement as set out in the Programme Manual and in the Subsidy Contract. The Model provided by the MA sets only the minimum requirements for the content of the Agreement and the LP/PPs may need to complement the form as far as project specific needs are concerned. The MA is not responsible of any issues that may rise between the LP/PPs on the basis of this model. The MA/JTS, CA and the AA are not parties in this agreement and they do not posses any obligations or responsibilities towards the LP/PPs or third parties on the basis of Partnership Agreement which is only effective between the LP/PPs. The Model by MA will be updated whenever relevant changes are made to official instructions of the Central Baltic OP. Progress Report and Payment Claim (PRPC) TEMPLATE
The Progress Report and Payment Claim is used by the Lead Partner for the reporting of the project costs to the JTS. A pre-filled report form is submitted to the Lead Partner by the JTS. This is only a template and is not to be used for reporting. Project Idea Form for INVESTMENT projects
The Project Idea Form for investment projects can be used to present a project idea for the JTS or for possible partners when there are investments planned as a part of the project. In case there are no investments planned, it is advisable to use the ordinary online Project Idea Form (projects/partner-search/project-idea-form) available on this site. Subsidy Contract Template
